Same just happened in my hood in Ho Chi Minh City. Barely 8 leaves survive on each tree after ‘pruning’. Maybe I don’t fully understand the way trees grow in the tropics but it seems like madness to me.
Not sure the situation in Ho Chi Minh, but many cash strapped local governments are making poor decisions about trees in order to save money in the short term.
I think often about the Sheffield Tree Massacre, which was a verified act of complete madness. It literally reads like dystopian fiction. But eventually, citizens forced the city to right it. I think that is always what it takes.

If only Japanese authorities could hear you.
Perhaps some day, they will hear all of us ;-)
